The City of Litchfield does not require you to register a business. Please contact the Montgomery County Clerk’s Office at 217-532-9530 to register your business with the county.

We offer a Downtown Façade Program to address the maintenance and rehabilitation needs of building facades in the TIF District. We also offer several business incentives to highlight the importance of our community’s location and our regional influence.

A liquor license is required to service liquor in a business establishment or to serve alcohol at a city event. You can complete the online Liquor License Application or contact the City Clerk to begin the process.

Birth and death certificates are not handled by the city of Litchfield. To obtain these documents, contact the Montgomery County Clerk at 217-532-9530.

Please submit the online Application to Conduct a Raffle Form and return it to the City Clerk along with the required application fee of $10 per raffle.

If any "drive-to" lots become available they are assigned by a lottery drawing on May 4th to those who have entered the drawing. If you would like to enter the "drive to" lots drawing please call the Marina store after March 1^st to add your name and phone number to the lottery list. If you are wanting a "boat-to only" lot they are first come first serve. The "boat to only" list of available lots will be posted on May 4^th in the Marina Store.

There is a monthly minimum water bill for up to 2,000 gallons of water. After that, the water increases every 100 gallons. Sewer charges are based on water usage. If you have questions, you can always contact the water department at 217-324-2022.

You may call the Water Department at 217-324-2022 to set up service or complete the required form online. To disconnect water service, please call the Water Department at 217-324-2022.

There is a $100 deposit and $25 activation fee to begin service.  

Sewer is included on your water bill. You have the following options for payments:

There is currently no recycling facility in the area. Please call the local waste provider for additional information on recycling options.

Residents can install the sidewalk themselves and be reimbursed $1.50 per square foot by following City guidelines and upon approval from the Street Superintendent. After the issuing of a building permit, the code official shall conduct inspections periodically during and upon completion of the building structure. Before issuance of the Certificate of Occupancy, a final inspection shall be made. After satisfactory completion of the works for which the permit was issued, a Certificate of Occupancy will be issued. Inspections will be made but not limited to the following:

• Footings
• Foundation
• Lath/Drywall
• Re-roofing of residential
• Rough Framing
• Rough Plumbing
• Rough Wiring
• Under Floor Plumbing
• Underslab/Floors
• Walls

Permit applications can be found on the Permit Forms & Applications page. Anyone requesting a permit can contact the Building Department to have the permit and inspection process explained. The property owner, contractor, or company is required to furnish the following information:

• Applicant name, address, and telephone number
• Legal descriptions of the property to be improved
• List of general contractors and sub-contractors involved
• Location of construction
• Type of improvement
