    2. According to the Tree Ordinance Number 2730 of the City of Litchfield, persons wanting to plant trees, shrubs and other plants located on city-owned property must obtain a permit to do so. The species, size and spacing are regulated by the City's arboricultural specification manual. City-owned property includes the right-of-way along any street, highway, alley or avenue of the city; and all public parks and all areas owned by the city, or to which the public has free access.
